Our relentless efforts to develop new technologies for a better future has led to the evolution of the digital government. We have emerged as a world-class ICT institution communicating with the world and leading change. We are the National Information Resources Service, the leading authority in ICT in Korea. In the early 2000s, the electronic government of Korea was in the heyday of quantitative growth. But the redundant investments in ICT infrastructure resulting from decentralized construction and operation as well as the lack of specialized professionals and vulnerable security became problematic. To resolve these issues, the world’s first government integrated data center with the optimum ICT infrastructure, environment and operation expertise was established in 2005. The National Information Resources Service, or NIRS for short, is dedicated to its mission, which is providing high-quality ICT services to lead the digital government. With nTOPs, nSIMS and service-centered monitoring system set up with its unique technologies and know-hows, NIRS ensures efficient operation of information systems and provides convenient and stable public services by preventing and immediately responding to system failures. The artificial intelligence-based cyber threat defense system inhibits all types of cyber attacks including hacking, DDoS, and malicious codes to enable stable digital government services 24/7. For smart e-government services, a transition to a government cloud or G-cloud has been pursued for all departmental information systems since 2013. The application of cloud allows joint use of the departmental information systems and flexible provision of information resources, which in turn promotes budget cuts and the resource utilization rate. Big data is considered one of the key elements of the fourth industrial revolution! NIRS discovers projects that can address social issues and provide public convenience and formulates and supports scientific policies, based on big data analyses. As for Hyean, a big data-based platform developed for public officials, the number of users has surged to 100,000 from 2,000 in 2016, attesting to its contribution to the promotion of big data utilization in the public sector. NIRS aims to set up a smart cloud computing center to deliver e-government services with enhanced stability and intelligence. Through automated management of the main center in Daejeon as well as the branch centers in Gwangju, Daegu and Gongju for integrated operation and the real-time inter-center disaster recovery system, the stability of the information systems will be reinforced. Further, a smart cloud center, which minimizes human intervention by responding to the changes in the public service usage patterns with the application of IoT, big data and AI, will be operated. Also, a public big data center will link data from the public and private sectors and offer a wide range of analytical data and big data technologies, thereby playing a crucial role in making important national policy decisions and establishing future strategies. NIRS has made numerous achievements including stable operation of information systems, creation of a cyber threat free zone, a successful transition to cloud for e-government services, and utilization of big data in the public sector. And NIRS will continue to make ceaseless innovations and introduce new technologies for Korea to emerge as the world’s leader in the Fourth Industrial Revolution. Today, efficient information resources management of a state improves government services and lays the groundwork for national competitiveness. The National Information Resources Service, the world’s government integrated data center, will respond to the ICT trends such as 5G, IoT, AI and big data, and make efforts to provide smart and intelligence government services based on the latest technologies. To this end, NIRS will pursue digital transformation from three perspectives: technology, process, and organization. By doing so, we will improve the standard of public service provision and strengthen our organizational competitiveness.
