  • Background of the establishment
  • In the early 2000s when e-government was expanding and individual ministries were building and operating their own e-government systems, problems such as redundant investments in information systems, lack of security experts and facilities and inferior computing environments came to the fore.
  • Needs to come up with strategies to respond to security attacks and natural disasters in a systematic way
  • Increasing demands for stable and consistent services
  • Gaps in the quality management of administrative service among agencies
  • Low efficiency per investment and increasing costs of computing operation
  • The Korean government decided to establish an integrated data center (IDC) exclusively for the government use for the first time in the world with aims to address the above mentioned problems and to build up a foundation for reliable and sustainable e-government.
  • Phase 1
    Planning (2002~2004)

  • Strategic plans were developed by analyzing problems in promoting informatization, benchmarking other countries and collecting opinions of departments and experts.

    Business Process Reegineering(BPR) was conducted to ensure efficient operation of gocernment computing environment.(2002) Establishment of GIDC was designnated as one of the 31 initiatives of e-Government Roadmap.(2003) Information Strategy Plan (ISP)was developed to establish GIDC.(2004)

  • Phase 2
    Establishment (2004~2006)

  • A master plan for establishing the GIDC was developed. World-class infrastructure and operating environment for IDC were constructed in Daejeon and Gwangju.

    Facilities for the GIDC building and the government-only communications network were built.(2005) The first GIDC (Daejeon Center)was established.(2005) Buidling the second GIDC(Gwangju Center)was decided.(2006)

  • Phase 3
    Relocation (2005~2007)

  • Information systems that had been built and operated individually by departments were relocated to GIDC.

    Information systems of 25 agencies were relocated to Daejeon Center.(2006) nTOPS, the standardized and automated GIDC management system,was developed.(2006) The second GIDC (Gwangju Center)was established.(2007) Information systems of 22 agencies were relocated to Gwangju Center.(2007)

  • Phase 4
    Operation (2008~2013)

  • Bulk purchase and sharing of ICT resources, transition to a cloud computing environment, and provision of mobile e-government service

    Government-wide consolidation of computing resources began(2008) "G-Cloud", a government cloud computing platform,was deployed.(2011) "e-ANSI",a comprehensive e-government security monitoring system,was established.(2011) Mobile e-Gorvernment Service Support Center was opened.(2015) Cyber Security Management Division was newly launched.(2012) Information Resources were started to be relocated to SEJONG Gov.complex.(2012)

  • Phase 5
    Improvement (2013~2017)

  • NCIS keep putting its best efforts to provide more efficient and advanced e-Gov. services

    Organizational Reengineerng(2013) Big Data Analysis Division starts its operation (2015) Corporate title was changed from NCIA (National Computing & Information Agency)to NCIS(National Computing & Information Service).(2015) Cloud Team was started off.(2016) NCIS Daegu Data Center Implementation Bureau was launched.(2016) Government N/W Integration Bureau was launched.(2016) Corporate title was changed from NCIS(National Computing & Information Service) to NIRS(National Information Resources Service) (2017)

  • Phase 6
    Stabilization (2017~present)

  • NIRS aims a professional agency providing intelligent cloud services

    Intelligent Cloud Roadmap was created(2017) NIRS GONGJU, backup exclusive site, began construction(2019) NIRS DAEGU, cloud exclusive site, began construction(2019) AI-based Adaptive Security System Implementation Project was completed (2019) K-net, government exclusive network, set its back-bone for 17 local governments (2019) Intelligent cloud infrastructure was built(2020)
