100,000 Public Officials' Choice, 'Hye-Ahn'
- Achieving 100,000 Subscribers of 'Hye-Ahn', the Big Data based Analysis Platform

The pan-governmental Big Data based Common Analysis Platform, 'Hye-Ahn', established to promote the use of Big Data within government institutions, opened the era of 100,000 subscribers.

Considering that there are about 350,000 public officials in general positions in central and local governments (excluding public officials on the job who have difficulty using it, such as education, public security, and firefighting), it has established itself as a pan-governmental Big Data system both in name and reality.

On October 14th, 2018, NIRS invited the 100,000th subscriber and excellent users to the Seoul Government Complex to express its gratitude and prepared a place to listen to the current status of actual use and voices of users in the field.

Ms. Kim, So-yeon, a public officials of Yangju city, Gyeonggi-do, expressed her strong aspirations stated, "I'm fortunate to have become the 100,000th member of Hye-Ahn. From now on, I would like to start analyzing Big Data using Hye-Ahn, and ultimately find new administrative services that people want by finding the people's hidden needs."

Ms. Kim, Young-mi, one of the excellent users of Hye-Ahn attended the function, serving Seogu, Daejeon Metropolitan City, said, "I'm making well use of the Big Data analyzed data and results provided by Hye-Ahn as well as the analysis service itself. Since it provides data across diverse areas, there are a lot of data that can actually be practiced. It seems, however, it would have been much better if it is accessible even in the internet environment, so that more people could participate and make use of it."

The Big Data based Common Analysis Platform, 'Hye-Ahn' has been developed into its current form with the start of the Big Data Common Analysis Platform Implementation Project in 2015. At that time, the number of Hye-Ahn users was only 340, but within 3 years, the users reached 100,000.

In addition, the number of applications for professional analysis using Hye-Ahn increased from 0 in 2015 to 1,280 in 2017, and joint use of the platform with central and local governments such as Ministry of Patriots and Veterans Affairs, Public Procurement Service, and Daegu Metropolitan City is continuously promoted to prevent overlapping government budget investment.

On top of that, for users who are not really confident at what to analyze and how to analyze, efforts are being made to share and spread analyzed cases from other institutions and analyzing techniques of experts so that they can be shared and utilized.

Meanwhile, NIRS plans to make analysis even more sophisticated through this year's advancement project, at the same time to support general public officials who are not familiar with Big Data knowledge so that they can also practice Big Data to their works more conveniently.

It is expected to be possible to flexibly respond to government policies, social issues, and issue analysis in the field of interest by expanding the data collection channels limited to news, blogs, and Twitter to Facebook, Instagram, and more and collecting web and social data with the keyword method.
