¿µ»ó ÀÚ¸· ¡á Prologue A globally recognized e-government Korea's e-government is fast emerging as one of the world's best open governments. ¡á KOREA e-Government Korea¡¯s e-government is always standing by its people. ¡á [Body 1] Open : New Paradigm Korea is building a new paradigm of an e-government- Korea's e-government scheme began in 1987 when major administrative information was compiled into a database and computerized. In the mid 1990s, the super speed IT infrastructure was built, and this signalled the start of the e-government. Since 2000, the informatization work has made great progress, and government ministries have been successfully connected and networked. In the late 2000s, Korea's e-government system reached a mature stage, and started to be widely recognized on the international stage with its innovations in the public services and information resources management sectors. In addition to ranking number one in the UN e-government development index assessment in 2010, it has maintained a number one ranking the world e-government assessment conducted by Brown University and Brookings Institute for many years. It also won many awards from global organizations for its outstanding system, was cited as an excellent example, and gained an international certification and standards as a globally renowned brand in e-government. ¡á [Body 2] Action : e-Government Service For both the government and people- the e-government is bringing innovation. The G2G sector that innovates the way the government works, the G4C sector that provides services to people and the G4B sector that supports companies are some of its strong points. Through the One-Stop citizen portal that is open 247, 722 types of civil affair services can be applied online and 33 most frequently needed types of civil affair docu ments are issued online as well. ¡á Short Interview Hometax, a comprehensive tax service system selected as an exemplary case by OECD- The total rate of tax return through the Hometax service reached 39.1 percent in 2003 when the e-government just took off and continued to increase. Now most tax-related civil affairs are handled in real-time to improve taxpayers' convenience and a transparent tax administration. ¡á Short Interview E-people, a complaints desk, is set up to hear people's voices, the national welfare portal to offer customized information for the disabled and the elderly, and the information network village to help boost e-commerce of local products. Our easy-to-use services are making contributions to improving the quality of day-to-day life. Korea Customs Service's UNI-PASS is the world's first 100% online export and import system, which is said to be the fastest among WCO member countries and won the WCO Intellectual Property Rights Award. The processing time for imported and exporting articles was reduced to 3.6 days in 2006 from 5.5 days in 2003. The manpower is cut by 4,279 and costs have been cut by 171.1 billion won every year. ¡á Short Interview Narajangteo, a national comprehensive electronic procurement system, is the globally recognized premium system, which received the Public Service Innovation Award and an award for excellence in the World Congress on Information Technology and was selected by OECD as an exemplary case for improved transparency. The total volume of e-procurement rose to 44 trillion won in 2006 from 36trillion won in 2003. It is used by 35,000 public organizations and 160,000 companies. It is visited by 180,000 guests every day. ¡á Short Interview Our electronic trading service that provides seamless services from marketing to foreign exchange and customs and an online corporation support window that deals with all company-related processes from foundation to shutdown as well as many other online services all work to add to the competitiveness of our companies. On-nara BPS is the latest management system that categorizes all administrative processes systematically and handles and records them online. 96.6 percent of government officials at central administrative bodies log onto On-nara BPS to make decisions and execute them. ¡á Short Interview Government-run information systems are safely managed by the world-class National Computing and Information Agency and has succeeded in cutting down 148.3 billion won in budget costs every year. Safe, secure and stable services are guaranteed through the 24-hour control system and real-time backups, thus reducing the monthly average glitch time for each device to 2 minutes. ¡á Short Interview Government bodies are sharing administrative information to dramatically reduce the number of paper docu ments to be submitted. We have also introduced the information technology architecture to realize the low-cost, high-efficiency work process and to flexibly adopt to changing trends in this field. The e-government is the driving force behind the nation that creates the environment for better services and makes the government more transparent. ¡á [Body 3] Vision : Beyond Innovation Towards the knowledge information society based on creativity- Korea's e-government continues to move forward.
